Should you complain or sue is the question you may have.
I can only answer from my own experience and suggest where you look for further details. I was faced with this and decided to take the reasonable course and offer the offending police force the chance to clean up their act.
I built a large ring binder with evidence, cross referenced information that was available from their sources and mine, the transcript of a tape where the corrupt officer admitted a large amount, and gave a copy to the Chief Constable, Chairman of the police authority, showed copies to the media, was featured in local papers and local TV news. Prior to me producing a the report a crown court judge had been very critical of the police in relation to me and a very large amount of my property that has still not been returned, and local papers ran front page stories demanding an inquiry.
The media could clearly see what had been happening, as could anyone else who looked, but the police had standards departments with two functions investigating complains and avoiding paying out damages. They said after a lot of delay that they could not see any wrongdoing. The chairman of the police authority asked a deputy chief constable to look at it and after a further delay his response showed that he had not even looked at the facts around the case.
I had at an earlier point while corruption was proceeding sent a file to the police complaints authority, they sent it to the offending force who passed it on to their insurers and nothing more was done.
I gave them every opportunity to sort out the corruption, but instead they have promoted the officer I can prove was corrupt. Of course the corruption goes very much higher and one of the largest problems is in identifying who is honest.
Having had a heart attack, and bypass, and recovered only now am I able to get to suing them. For me there is no other option.
